The reason for alarm is that nobody has had this type of flu before, so nobody is immune. That means it will spread like wildfire, and could eventually mean that a huge percentage of the population is sick at the same time, and even if they aren't dying, they're still not doing their daily functions. Society at a standstill. The economic cost of it getting out of control is huge.

The Instituto Mexicano de Seguro Social is likely to disagree; being the organization that implements the the text of Article 2 of the Social Security Act which guarantees "the right to health, medical assistance, [etc]" - thus constituting a health care system.

Furthermore, even if there was no healthcare system, if you considered that to be a medical condition held by an individual I would actually pay money to any medical certifier to make sure you could never become a doctor.
