It would seem that this problem is also being experienced by noobs at here and here.
It seems to be fixed now, thanks to the pros over at Sysinternals (Mark Russinovich and Bryce Cogswell) and their imbo Process Monitor. If anyone else is having similar problems you may find this helps:
The suspected cause of the problem:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\Connections\DefaultConnectionSettings
This key would appear, by the power of logical deduction, to be related to settings defined for Connections as part of the Internet Options (Inetcpl.cpl)
From examining the value of the key (a bunch of random hex), I noticed that changing the following setting in the Internet Options > Connections > LAN Settings seems to modify it:

This also seems to stop Live Messenger from lagging.
A word of caution though. This is basically a workaround until the Microsoft interns can make software that doesn't consistently break. Modifying this setting may have broader implications that could impede connectivity elsewhere.
